Homeowners association documents (CC&Rs — Covenants, Conditions, and Restrictions) are legally enforceable contracts separate from municipal zoning — an HOA can prohibit home businesses even if local zoning permits them. Read your CC&Rs before starting a business, looking specifically for sections on "home occupation," "commercial activity," "signage," "vehicle restrictions," and "nuisances." If the CC&Rs are silent on home businesses, you likely can proceed — but get a legal opinion if in doubt.
